[Invited Lecture] Contributions to the world diffusion of the digital terrestrial broadcasting -- Its utilization as an ICT platform for disaster prevention in developing countries --

(in English) While working at NHK (Japan Broadcasting Corporation), the author (Yasuji SAKAGUCHI) served as a JICA expert in Peru for three years starting in 2009, supporting the implementation and spread of the Japanese digital terrestrial broadcasting system (ISDB-T). This experience launched his extensive career in technical assistance throughout Latin America, where he has dedicated himself to facilitating the region's transition to digital terrestrial broadcasting.
These countries face a variety of natural disasters, such as earthquakes, tsunamis, volcanoes, hurricanes, and the El Niño phenomenon. However, the existing telecommunications infrastructure for disseminating emergency information is generally inadequate. Consequently, the establishment of a disaster prevention ICT (Information and Communications Technology) platform that is wide-reaching, rapid, and robust has become a pressing social issue. To address this challenge, JTEC launched a research and development division with the aim of contributing to disaster prevention ICT in developing countries by leveraging broadcasting waves, assessed and streamlined local needs and requirements, and has been working on developing a system that organically and seamlessly integrates broadcast technology and IP data communication technology. The team has recently achieved a significant milestone with the successful prototype implementation utilizing the digital terrestrial signals of the state broadcasting networks in El Salvador and Nicaragua, effectively demonstrating a comprehensive end-to-end system for transmitting disaster prevention information from information-originating agencies to the general public. The following invited presentation provides an overview of the endeavors by JTEC and its partners.
