学生が住みたくなるまちづくり ～ 大学と但馬地域の共創モデル ～

人口減少が進む但馬地域において、2021年に豊岡市に開学した「芸術文化観光専門職大学」は、地方創生の中核として期待されている。学生は4年間の居住を通じ、実習や地域活動で地域の課題を学びつつ住民と交流し、地域への愛着を育む。これが卒業後の定住や就職、「関係人口」増加による持続可能な地域づくりへと繋がっていると考える。現在、同大では地域連携拠点を設け、産学官協働で多数の事業を展開し、豊岡演劇祭を通じた市民の理解促進や、観光コンテンツ開発・グルメマップ作成等の学生主体の活動が、地域との絆を強固にしている。
在学生や卒業生への調査から、実践的な地域参加が定住意欲の鍵となることが判明した。一方で移住者の視点からは、行政と住民の地方創生に対する認識のズレも指摘され、大学には両者を繋ぐ橋渡し役としての機能も求められていると考える。本研究では、大学は単なる教育機関にとどまらず、卒業生が住み続けたくなる地域を共創し、その持続可能性を高める「核」として機能し続けていけるための共創モデルを探るものである。 |

In the Tajima region, where population decline is advancing, the Professional College of Arts and Culture Tourism, established in Toyooka City in 2021, is expected to serve as a core driver of regional revitalization. Students reside for four years, learning about local resources and challenges through practical training and club activities, while deepening exchanges with residents to foster attachment to the area. This leads to employment and settlement after graduation, with the increase in “related population” supporting sustainable community development. The university has established a regional collaboration hub, working with government, educational institutions, and businesses to carry out numerous projects annually, while promoting citizen understanding through initiatives such as the Toyooka Theater Festival. Student-led activities, including the development of tourism content and the creation of dining maps, strengthen ties with local residents and highlight the university’s significance. Interviews with graduates and current students reveal that practical training and community engagement are key factors in fostering settlement intentions. Meanwhile, perspectives from migrants point out discrepancies between administrative and resident views of regional revitalization, indicating the need for the university to function as a mediator bridging both sides. In conclusion, the university is not merely an educational institution but a nucleus for co-creating a community where graduates wish to remain, thereby enhancing the sustainability of the region. |
