「外のイベント」から「自分たちの祭り」へ ～ 豊岡演劇祭の地域共創戦略 ～

本研究は、豊岡演劇祭における「開かれた」地域共創の課題と展望を考察し、実証的知見に基づく持続可能な運営モデルを提案するものである。票券業務への実習参加と、市民・主催者へのヒアリングを通じ、内部・外部の視点から演劇祭が地域社会におけるソーシャルキャピタルをいかに醸成しているかを分析した。
結果として、①不十分な広報、②鑑賞やボランティアに留まる市民参加の選択肢の少なさ、③情報共有や外部人材への依存といった運営上の課題が浮き彫りとなり、演劇祭が地域で共有されず「外部のイベント」として認識されている現状が確認された。実践的試みである「カード型フライヤー」の制作からは、親しみやすいデザインによる心理的障壁の低減と、生活動線上への配置の必要性が実証された。これらの課題に対し、地元の自主的な発表を公認フリンジとして位置づける「ガチフリンジ構想」をここで提案する。本構想により関与の裾野を広げ、演劇祭を単なる「鑑賞の場」から、地域社会の関係構築に向けた持続可能なプラットフォームへと変革することを目指す。 |

This study investigates the challenges and prospects of "open" regional co-creation within the Toyooka Theater Festival, aiming to propose a model for sustainable operation based on empirical findings. Through participation in the ticket operations and interviews with citizens and organizers, the research integrates internal and external perspectives to analyze how the festival fosters social capital within the community. The findings highlight three core issues: insufficient and inaccessible public relations, limited options for citizen participation beyond viewing or volunteering, and operational difficulties in information sharing and staffing (reliance on external personnel). These challenges result in the festival being perceived as an "external event" rather than a shared community endeavor. The study's practical trial—the creation of card-type flyers—demonstrated that while approachable design lowers psychological barriers, it must be combined with placement along residents' daily life paths to encourage actual engagement. To address this, the research proposes the "Gachi Fringe Concept"—formalizing small, local, self-organized performances (like those from dance studios or local clubs) as an official-yet-independent fringe program. This strategy aims to broaden the spectrum of involvement and transform the festival from a venue for viewing into a sustainable platform for community relationship-building. |
