Potential of Content Tourism Co-created with Local Residents
-- A Case Study of Experiential Tours --

This paper examines the process and potential of developing year-round content tourism by leveraging regional resources in the spring and autumn, focusing on the Takeno region of Toyooka City, Hyogo Prefecture, which relies heavily on summer beach tourism and faces challenges in attracting visitors during the off-season. Specifically, this study presents a case analysis of a collaborative project involving local residents and university students who provided “outsider” perspectives. We conducted an inventory of regional resources through workshops and implemented persona-based needs surveys among students, leading to the planning and execution of experiential autumn pre-tours based on objective evaluations. This practice confirmed a process in which everyday resources—often overlooked by local residents—are elevated into high-value-added tourism content through the introduction of external perspectives. Furthermore, the findings suggest that deep “interaction,” facilitated by the living narratives of local residents, transcends mere “consumption of experience,” contributing to the creation of a sustainable “relationship population” and the cultivation of civic pride among residents. Finally, this paper addresses future challenges, including the establishment of operational frameworks necessary for the project’s financial independence and commercial viability. |
