Report on the Relocation of the Kobe Kusudani TV Relay Station

The Kobe Kusudani Television Relay Station in Hyogo Prefecture had been operating its transmission facilities using a building and tower owned by the Kobe City Waterworks Bureau. However, the city unexpectedly requested that the station be relocated within approximately one year because the tower would be dismantled as part of facility rehabilitation work. Relocation of a television relay station typically requires several years, involving numerous processes such as site selection, land acquisition, and coordination among broadcasters and the Regional Bureau of Telecommunications of the Ministry of Internal Affairs and Communications. In this project, coordination among stakeholders, including broadcasters and the Regional Bureau of Telecommunications, was initiated immediately. Through various efforts ranging from site selection and construction planning to implementation and reception countermeasures, the relocation was successfully completed within the short period of approximately one year. Furthermore, the transmitting antenna at the new site had to be installed approximately 40 m lower than at the original site, raising concerns about possible impacts on reception. To address this issue, preliminary investigations using an experimental station and appropriate reception countermeasures were conducted. This lecture introduces the planning process, technical verification, and reception measures that enabled the successful relocation of the relay station within a limited timeframe of approximately one year. |
