Text Line Formation Method using Stroke-width of Character Candidates in Scene Images

Broadcasters have huge amount of video archive. An image retrieval system based on name of person/place which reflected in news video images is required to utilize the video. One of the techniques to realize the system is a scene text recognition technique which can recognize a text written on signs and name tags. We focuses on a scene text line detection method which is an elemental technology of the scene text recognition technique. Generally, scene text line formation methods identify a text line from character candidates (CCs) by using coordinates, size, and color of the CCs. In this paper, we propose new text line formation method which increases recall ratio for rotated text line by using a circumscribed circle's radius and a stroke-width of CCs. We evaluate recall and precision of the proposed method by using raw videos for broadcast. |
